David is a civil engineer with graduate study in Economics from Bogotá Colombia. He has taught and undertaken research on water distribution systems, oil companies and sewerage and provided design and construction advice for more than 50 water, hydro electrical power and sanitation projects in Latin America.

Before coming to Oxford, he worked in the public sector on the formulation of regulatory frameworks for public services in Colombia. He intends to use his studies to enable him to work on integrated solutions for the complex challenges facing national governments combining engineering, economics, law and policy.
