Alisher Umaraliev is the Head of Institutional Development and Better Regulation Unit of the Ministry of Agriculture of Uzbekistan. Alisher has over three years of experience working in the country’s public sector, particularly overseeing the Ministry's external assistance coordination, strategic planning, and institutional development. He has also been assisting the Agency for Strategic Reforms under the President of the Republic of Uzbekistan in building a national strategic planning system and a Monitoring & Evaluation framework.
After graduating from the University of Warsaw with a bachelor's in International Relations, Alisher completed the ‘Uzbekistan Young Government Leaders Program on Public Policy, Leadership, Crisis Management and Strategic Foresight’ from the Mohammed bin Rashid School of Government. At Oxford, he wants to explore public policy as a holistic system and understand how policies can be better planned, developed, implemented and evaluated. After completing his MPP, he wants to return to public service in Uzbekistan and contribute to the country’s Good Governance agenda, improving policy implementation, public service delivery, and use of evidence in policymaking.
